President Fred Feldmann welcomed everyone and called the meeting to order at 1:05 p.m. with a quorum established. This is a special meeting called to discuss the proposed group health insurance plan for district employees.
Bill Foster reported that the budget for the health insurance is $1.44 million. The rate Mercy quoted for the first selected plan (POS) is $566 per person per month. Coventry quoted $756 per person per month. He also stated that they have looked at the employees in the Coventry area and the majority will expect a 20% increase in their premium in January. The average premium in this area is $475 per month. He is proposing to have these employees continue with their current plans, cannot change policies or upgrade and 100% of the employee cost will be paid through the health benefit funds.
The Mercy part of the state was discussed. He is proposing to go with Plan A instead of the POS due to the premium quoted and the budget available. This plan has a $2500 deductible, but he is proposing to open an account to be used to reimburse those employees who have expenses requiring them to pay the deductible. For family or dependent coverage they will reimburse up to $2500 no matter who in the family had the expenses.
When asked, Alan Bailey stated that the average state employee premium is $425.
The premiums for Plan A are as follows:
Employee -- $388
Employee/Spouse -- $861
Employee/children -- $629
Employee/Family -- $1109
The employee premium for the PPO plan is $553 and for Plan H is $513 for comparison numbers.
A motion was made by George, seconded by Kenny, to approve the recommendation of Bill Foster for the group health insurance plan with Mercy through Missouri Consolidated Health Care. Motion carried unanimously.
Bill Foster also reported that the job descriptions have been revised and will be sent out around December 1st. He stated they considered all the input received about the job descriptions. They are also starting to look at workload and have 15 counties helping with the workload numbers.
Steve Radcliff stated that the telephone discussions on the proposed by-law amendment concluded with all in agreement. A motion was made by Bruce, seconded by Kenny, to ratify the decision from the phone calls and approve the submission of the proposed by-law amendment for the upcoming MASWCD business meeting. Motion carried unanimously.
The next meeting will be held Monday, November 26 at 10:00 a.m. at Tan-Tar-A. This will be the Joint Meeting with the Commission followed by a regular meeting of MASWCD starting at 1:00 p.m. There being no further business the meeting was adjourned at 3:00 p.m. Motion for adjournment made by George, seconded by Sharon. Motion carried unanimously.
